  Oh yeah...he had 25 or so sportbikes go by him under the speed limit, so he has to give someone a ticket for obstructed plate. Wow, to 'Protect and Serve', or to generate funds and intimidate? I can see nailing someone for a plate as an added offense, but to chase someone down for it?
